Standardization and economic development: Cooperation agreement signed between France and Egypt

On the occasion of the meeting between Christian Estrosi, French Minister for Industry and Rachid Mohamed Rachid, Egyptian Minister for Industry and Commerce, Olivier Peyrat, Director General of AFNOR (French Standardisation body) and Mohamed Hany Barakat, President of EOS (Egyptian Organization for Standardization and Quality) signed a cooperation agreement on December 9, 2009.


The stake at issue is to support the Egyptian economic players in their development by providing them with the means required for fully mastering the tools and the techniques for drafting standards and assessing conformity to these standards. The quality of the products and services constitutes the basis of a competitive economy.


AFNOR, representative of the French standardization system, through its expertise, aids the administrations and the standards institutes of the developing or emerging countries, by proposing targeted actions in all sectors of activity:


  • advice for the development of national policies in the fields of quality and conformity assessment,
  • aid in the drafting of standards, in certification processes or in all other quality-related services,
  • development of the metrology and testing activities.

The main stake of the cooperation agreement which has just be signed with the Egyptian organisation for standardization is to aid it to develop and introduce a mark for conformity to standards, such a mark not yet being available in Egypt.


This signature also shows Egypt’s wish to bring its standardisation system and more generally its quality infrastructure closer to those of the European Union, this within the framework of the association agreement signed between Egypt and the EU.


According to a study conducted by AFNOR, voluntary standards appear to be powerful economic levers: standardisation contributes towards 25% of the growth of the French GDP. This agreement therefore opens up wide prospects for Egypt.
