French Standardization System’s Position on the EU Standardization Package

The European Commission has prepared a proposal for an EU regulation defining the scope of the relationship between European legislation and standardization, called "EU Standardization Package". The actors of the French standardization system give their opinion.


The European Standardization System works well and has stood the test of time, as several reports requested by the European Commission have shown. It is recognized as an efficient tool, beneficial to the European economy as well as to the smooth operation of the internal market. The acknowledgement that standardization plays an essential role to support the free movement of products and innovation is a very positive aspect of the proposed legislative package.


However, some binding provisions – like putting ESOs under control or imposing unrealistic deadlines – may have the opposite effect to that intended and may increase the risk of European enterprises turning away from the European Standardization System.


The reform should be focused on promoting the improvement of European standardization in general. It should refrain from setting up a parallel mechanism designed for the operation of public procurement in the specific field of ICT. The proposed mechanism, neither clearly defined nor delineated, would place ESOs in a discriminatory situation and risk increasing even more the fragmentation of European Standardization.
