Call for tender for a project leader in the field of vehicle On Board Diagnostic, Repair and Maintenance Information

Open call for tender for a project leader. Object: conduct a feasibility study on a Repair and Maintenance Information (RMI) terminology database in the frame of the European Commission Mandate M/421 “standardization in the field of vehicle On Board Diagnostic, Repair and Maintenance Information”.

As part of the obligation of road vehicle manufacturers to provide independent repairers/operators with available Repair and Maintenance Information (RMI), they need to provide access to this information on manufacturer’s websites.

In the absence of standardization of terminology used by the different manufacturers, the creation of a terminology database - that Independent Repairers/Operators could consult to maximize the chances of successful access to information sought on road vehicles manufacturer’s websites - is judged essential.

This database would be hosted by an independent company, called the “Registration Authority”, which will be responsible for its implementation, maintenance and sustainable business operation. The setting up of that “Registration Authority” has to be in time with the standards availability and a call of candidatures has thus to be launched as soon as possible in order to decide the entity to be selected to be this “Registration Authority”.

In order to understand the nature and extent of the implementation task, a detailed assessment has been carried out and highlighted the need to set up a project team to build the specifications for such a call of candidatures.

A project leader is required to fulfill this requirement to lead work that is vital for the implementation of Mandate M/421, assigned by the European Committee for Standardization (CEN) to the Bureau de Normalisation de l'Automobile (BNA) and whose funding is controlled by AFNOR.
