AFNOR Standardization is giving a preview of the ISO 9001 revision specifications

On Tuesday 23rd October 2012, AFNOR Standardization gave an exclusive presentation of the main outlines of the ISO 9001 standard revision – which is expected to be published in September 2015. Streamlining, tailoring to organizations’ new expectations, consensus… find out what the revision is aiming to achieve.


Many countries, including France, called for a revision of the ISO 9001 standard during the systematic examination organized by the International Organization for Standardization (ISO) between October 2011 and March 2012. ISO therefore asked its member countries to put forward specifications for approval by the 54 countries taking part in the work, at the start of October 2012. On Tuesday 23rd October 2012, Marc Bazinet, Chairman of the AFNOR standardization committee, gave an exclusive presentation of the main outlines of these specifications.


Work topics


In general, the member companies of the standardization committee would like to bring the ISO 9001 standard into line with the other standards of management systems whilst simplifying its application and factoring into it organizations' current concerns. As such, the revision stakeholders will take into consideration the brand new management system standard structure applicable to any topic as well as the expectations voiced during the international survey carried out in 2011. They will also draw inspiration from work conducted on the 19 concepts* likely to tailor the standard to the current contexts of organizations. Accordingly, the following are being added: a clause on planning – with integration of an explicit method for managing risks and opportunities – another clause on the determination of needs and expectations of the parties concerned by the QMS (Quality Management System) and a chapter on performance evaluation.


Structurally, some clauses will change name to enable logical grouping together and an extension of their scopes. This is the case for the "Support" clause which will encompass resource management, communication and documentation; and the "Operation" clause, which will cover the "product realization" of 9001:2008 except paragraph 7.6 on the control of monitoring and measuring devices which will be incorporated into Chapter 9 of the next structure on performance evaluation.


What are the French positions?


The French standardization committee, made up of some forty experts mainly from companies, is very active and is making a wide range of proposals. Moreover, these are shared by most other countries, thus enabling swift progress to be made in drafting the new version.


France is particularly mindful of making ISO 9001 accessible to SMEs/VSEs. It is ensuring that the notion of "risks" clearly comes across as business risks associated with products, processes and customer relations and that the new requirements can be audited. It is also ensuring that certain concepts come across more prominently, such as process management, knowledge management, notions of indicators and effectiveness results, the customer's voice with a clarification and differentiation of an organization's multiple customers and the Management's role in the QMS, with this being more aligned with the company's strategic objectives and management practices.


What's more, the French members would also like to see the synergy between Lean Management and ISO 9001 become apparent, like the recommendations made in the document FD X50-819 – a French standardization document published in July 2011.


Since October 2012 the national delegations – including the French delegation – have been voicing their comments on the preliminary draft, together with new amendments in line with the 19 concepts. Columbia, for example, has asked that financial resources be considered, Switzerland recommends stepping up the requirements on product conformity and risk management (in line with the French proposals incidentally), Brazil (like France) is asking that the notion of responsible purchases be taken into account, the United States suggest strengthening the link with product conformity, Japan wants to add requirements on the theme of measurement and Canada would like to factor in the 19 concepts identified and analyzed by the ISO TC 176 SC2 since the publication of the 2008 version.


The next stages


An international meeting is scheduled from 10th to 17th November 2012 to study the comments and begin drawing up the first working document of the ISO 9001:2015 standard, which should come out in January 2013. An initial phase to vote on this text in June 2013 will result in a committee draft – a text amended with the comments fed back during the enquiry phase that lasts two months. A second voting phase will take place in April 2014 (Draft for International Standard - DIS) lasting five months; and a third (Final Draft - FDIS) in July 2015 for a publication expected in September 2015. The time granted may appear long, but it is necessary to reach an essential consensus so that the ISO 9001 standard on Quality Management can define a core set of stable requirements for the next 10 years!
