Qualiopi: the main changes that affect you, applicable from September 1, 2023:
Quality and lean
1. Under what circumstances am I considered a new entrant?
A new entrant is a training organization:
- In its first year of operation
or - Starting a business in a new industry
Consequences:
- For the initial audit, at least one activity per category must have been completed (or, in the case of vocational training centers, at least started)
- The duration of the surveillance audit is increased by 0.5 days
2. What information do I need to provide to my certifying body?
Before each audit, the following up-to-date information must be provided to your certifying body:
- The current educational and financial assessment, which allows you to review and adjust the duration of your audit as needed
- An organizational chart listing names and roles (regardless of the size of your organization)
- A description of your business (work-study programs? online courses? certification programs? subcontracting? …)
- Revenue by share class
For new applicants: Please indicate your revenue as of the date of application
- A sworn statement certifying that you are not affiliated with any other certifying body
3. What deadlines should you keep in mind to avoid having your certification suspended?
Given the deadlines set forth in the order for addressing any non-compliance issues, we recommend that you adhere to the following deadlines:

Be sure to contact AFNOR Certification, ideally 8 months before your certificate expires, to finalize the contract and schedule your renewal audit: See the email
4. How is the duration of the audit calculated for multi-site certification?
For the surveillance audit, a new calculation formula is used to determine the number of sites to be audited:
- The sample size is the square root of the total number of sites multiplied by 0.6, rounded to the nearest whole number. The audit must include at least one site that was not audited in the previous audit.
Example : For an organization with 4 sites: 0.6 × √4 = 1.2, which means 1 additional site to audit in addition to the central office
- For both initial and renewal audits, there are no changes; the sampling formula is the square root of the total number of sites (or new sites), rounded to the nearest whole number.
Example : For an organization with 4 sites: √4 = 2, meaning 2 sites to be audited in addition to the central office
5. What are the minimum indicators reviewed during the surveillance audit?
- the indicators that were found to be non-compliant during the previous audit
- indicators that can only result in major nonconformities: indicators 4, 5, 6, 7, 10, 11, 14, 15, 16, 20, 21, 22, 26, 27, 29, 31, and 32 (when applicable to the audited organization);
- Indicators 1, 17, 19, and 3 for the relevant organizations
- For organizations that were granted flexible timeframes during the initial audit, the indicators that were not verified during the initial audit, as applicable to the audited organization
- The sample of audited actions must be representative of the service provider’s activities during the reference period (since the last initial audit, i.e., approximately 18 months)
6. What are the requirements for displaying the certificate?
- Your certificate must include the following new information:
– Reference to the certification program
– Address of your certification body
– Your SIREN number (listed on your K-Bis extract and your INSEE registration statement)
- You must display your valid certificate at your business location and on your website
- You must be able to provide it upon request
