Our energy efficiency solutions for the building and construction industry
To develop their roadmap in preparation for the requirements set forth in the so-called “tertiary” decree ” (decree of July 23, 2019, implementing the ELAN Act) and the BACS decree (December 26, 2025), which aim to improve energy efficiency and reduce energy consumption in commercial buildings, service and finance professionals need to be familiar with best practices in this area and demonstrate that they are implementing them.

Why focus on energy efficiency?
Decarbonizing the building sector requires eliminating energy-inefficient buildings—those that consume excessive amounts of energy. But to eliminate them, we must first identify them. A tool has been available for this purpose since 2006: the Energy Performance Certificate (EPC). Modeled after the energy label for household appliances, the EPC is required for any sale, rental, or construction of a new home (or addition). It is part of a series of “assessments” to be conducted during these transactions, along with the asbestos assessment in particular.
The EPC is presented as a dual "rating" consisting of a letter grade (from A to G) and an energy consumption class expressed in kWh of primary energy and kg of CO2 equivalent per square meter per year. The calculation methodology was revised in 2021 to improve reliability. Only professionals who have been properly trained and certified following an exam may issue it.
The training and certification program was overhauled in 2023 and is set to take effect on July 1, 2024. A new component has been added Energy audit , specific to homes classified as Category F or G: the audit must list possible renovation projects. This audit may be conducted by certified inspectors properly trained and engineering firms qualified for the "Building" Energy Audit asked of large companies.
