What is an energy conservation plan?

The concept of an energy conservation plan first appeared on the political agenda in June 2022 and was formally adopted on October 6, 2022. The government has called for a 10% reduction in energy consumption in 2023 and 2024 compared to 2019.

A “Phase 2” plan was unveiled in June 2023 with the aim of sustaining the effort, which quickly achieved its goal due to energy prices that winter. The effort must be undertaken collectively but also individually, company by company. Collectively, interministerial working groups coordinate the effort by major sectors:

BACS Decree: Support and Training

Pursuant to the 2019 tertiary sector decree, the decree of June 7, 2023, stipulates that buildings equipped with an air conditioning or heating system—whether or not combined with a ventilation system—must control it using an automation and control device, in other words, a building management system (BMS). This refers to the BACS decree, which stands for “Building Automation & Control Systems.” The deadline for existing buildings with a rated power output exceeding 70 kW has been extended to January 1, 2030, by a decree dated December 26, 2025.
