Why implement an energy-saving initiative?
Local governments own energy-intensive buildings, at least in terms of heating: schools, sports facilities, cultural venues, administrative buildings, etc. These facilities are classified, in whole or in part, as tertiary sector facilities.
However, the the ELAN Act of November 23, 2018 introduces a requirement to improve energy performance in commercial buildings. Conducting an energy audit is the first step, in order to implement an action plan aimed at reducing energy consumption by at least 40% by 2030 compared to a base year—which could be 2010 or later.
