Safe and inclusive, the two-in-one digital solution in Nantes Métropole

Certified ISO 27001 since 2015 and recognized for its responsible digital policy, Nantes Métropole stands out for its information security management. We spoke with Francky Trichet, Vice President of Innovation and Digital Technology.

In the eyes of most people, information system security is considered to be the preserve of IT experts. However, information, communication, and administration channels have become increasingly digitized, now involving everyone inside and outside the company. This has created two groups: the greedy (hackers eager to launch cyberattacks) and the excluded (citizens who are uncomfortable with digital technology and victims of digital illiteracy). Nantes Métropole addressed this issue very early on.

System security is fundamental. And if there is one area that requires constant evaluation and continuous improvement, it is this one. That is why Nantes Métropole renews its ISO 27001 certification every year with AFNOR Certification, the benchmark certification based on the standard of the same name and used worldwide to reassure stakeholders. The certification audit identifies strengths and weaknesses. At a time when cyberattacks are rife, including against local authorities and public institutions, the exercise is well worth the effort.

Social, ecological, ethical: the winning trio for responsible digital technology

Beyond information security in the strict sense, Nantes Métropole is implementing a very proactive policy in terms of digital inclusion, which earned it an award from the AFNOR Barometer of Public Performance 2023. Indeed, accessibility to e-services has become a matter of social justice. "This accessibility must be both technical and economic," emphasizes Francky Trichet. Technical, with training courses for the most vulnerable members of the public: learning how to use a computer, completing e-procedures, detecting fake news, etc. Economic, with this clever move: the local authority is using its own fiber network to offer a box for €2.90 per month in its social housing and priority neighborhoods. The first 200 experimental homes will become 1,000 in 2024.

Responsible digital technology also means digital technology that aims for simplicity. This requires an appropriate purchasing policy. "In our community, 30% of the equipment purchased is reconditioned, which is more than the legal requirement of 20%, and eco-labeling is required for new equipment. Clauses specific to responsible digital technology are included in our public contracts, including for software providers in terms of eco-design and accessibility. We optimize server energy in eco-responsible data centers, and of course, we ensure optimal recycling of our equipment at the end of its life," explains Francky Trichet.

In 2019, Nantes became the first metropolitan area in France to establish a metropolitan data charter. This charter sets out ethical principles to regulate the use of data in order to promote trust and transparency, restraint, and innovation. It also prohibits the use of artificial intelligence for individual decisions concerning users of public services.
