Vocational Training: The National Quality Framework Has Been Published

A decree dated June 6, 2019, outlines the content of the National Quality Framework (RNQ), which will serve as a foundation for vocational training providers to develop their quality management systems and work toward the certification required by January 1, 2021. Those who choose to adhere to this framework will be eligible for Qualiopi certification, for which AFNOR Certification will be one of the certifying bodies.

It appears in the Official Journal of June 8, 2019. Long awaited by those involved in vocational training, who are required by law to commit to a quality assurance process and demonstrate it, Decree No. 2019-565 of June 6, 2019 brings to life the national framework listing 7 criteria and 32 quality indicators. Training organizations, apprentice training centers, and other corporate training institutions will thus have a framework to guide them in developing their quality management systems, with a focus on continuous improvement. Certification bodies will be able to audit them on this basis, once they have obtained their accreditation, with a view to issuing the certification required as of January 1, 2021 (this has been the case since September 20, 2019, for AFNOR Certification). According to the decree, the criteria that providers must meet are:

  • The terms and conditions regarding public disclosure of the services offered, the timeframes for accessing them, and the results achieved;
  • Clearly defining the objectives of the proposed services and tailoring those services to the target audience during the design phase;
  • Tailoring the services and procedures for reception, support, monitoring, and evaluation to the needs of the beneficiaries;
  • The appropriateness of educational, technical, and supervisory resources for the services provided;
  • The training and professional development of staff responsible for delivering services;
  • The service provider’s integration into and commitment to their professional environment;
  • Collecting and addressing feedback and complaints from stakeholders regarding the services provided.
