Local authorities, or regional authorities, are legal entities governed by public law that are separate from the State, exercising their prerogatives in addition to the State's actions in a given territory: municipality, intermunicipal authority (EPCI such as a community of municipalities, urban community, or metropolis), department, or region. They have an executive body and a deliberative assembly elected by universal suffrage.
Overseas local authorities include the former overseas departments and territories. All employ local civil servants, headed by a director general of services (DGS).
