Why is an in-house service provider for a major public-sector group getting involved in EFQM? How does this process work? How do field teams perceive it? Interview with representatives of the first management and payroll establishment to obtain EFQM certification in Europe. DO2P is the Payroll & Personnel Operations Division of La Poste’s Mail and Parcels Services branch. Created in 2011, its core business is the administrative management of personnel and payroll (GAPP) for all postal workers in the sector. Every month, its teams process a portfolio of over 160,000 GAPP employees. Its territorial organization is divided into 9 CSRHs (Human Resources Service Centers) covering the whole of mainland France. With the exception of one CSRH e-services (front office), the other 8 CSRHs are, or will be, involved in an EFQM approach. With Fabien Derain, Quality Director of DO2P, Gilles Duverneuil, Director of CSRH Sud-Ouest, Catherine Chevallier, Quality Manager of CSRH Sud-Ouest and Guillaume Lacombe, supervisor at the Cahors site, let’s take a look at how EFQM is making inroads in a support department of a major group like La Poste, which in 2012 generated sales of over €21 billion. DO2P: a support function of La Poste’s Services-Courrier-Colis branch Fabien Derain explains that, under the impetus of Pierre Agullo, this branch initiated an EFQM approach in 2007. “That’s when he adapted the EFQM model in the form of a passport, so that operational mail plants (sorting and distribution) could benefit from all the advantages offered by the EFQM approach: self-assessment, implementation of concrete actions, characterization of progress achieved and the goal of moving towards excellence. The idea was to base ourselves on the EFQM model, as Pierre Agullo had done. It makes sense, since we are an internal service provider for the industry, so we have to be at the same level of commitment and service. As a result, the EFQM passport has been readapted to meet a twofold challenge: a major internal transformation, with the aim of constantly improving the management of the GAPP and offering a quality of service equivalent to, or even better than, that offered by external companies. For this,” continues Fabien Derain, “we have succeeded in defining 100 key approaches that take a 360° scan of all the issues facing our HRSCs. It’s a kind of red thread of self-assessment. We had a choice to make: either commit the entire DO2P to an EFQM approach, or develop it at an operational level to bring it to life in the field. As you can see, we opted for the latter. The expected gains are very clear. Above all, it’s a fantastic opportunity to get all our teams involved in a unifying adventure. We’re not in a “top-down” scheme, but in a process where it’s the people involved who will choose their priorities and seek to achieve the results that matter to them. The other gain concerns results. EFQM also includes 12 indicators, including the HR indicator, which concerns both absenteeism and the well-being of employees and civil servants. In this context, the 100 key approaches can be used to improve these 12 indicators, thus becoming real strategic levers at operational level in HRSC establishments”. Fabien Derain described the origins of the EFQM project, its organization and its ins and outs. Let’s take a look at how the EFQM approach is implemented in the field. The CSRH Sud-Ouest has offered to pilot the operation, which will be rolled out nationwide in 2015/2016. The importance of good communication For Gilles Duverneuil, the EFQM approach “is above all a quality approach. In the beginning, it was above all a challenge, with the creation of an assessment specific to GAPP. We were entering a field of activity that had never been approached before. The advantage we had was a new management team. It was a good opportunity to federate a group through a very structuring approach. Indeed, this is one of the many definitions of EFQM: creating a dynamic of progress with measured objectives for continuous improvement. It’s the culture of excellence! What was also important,” continues Gilles Duverneuil, “was that as an internal service provider for the Services-Courrier-Colis branch, we applied the same high standards as the latter, which was already committed to an EFQM approach. What’s more, the fact that we were the pilot meant that we had to have a highly structured preparatory phase, so as to take all our teams (editor’s note: 220 people in total) through the various stages of the EFQM approach.” Catherine Chevallier points out that all the communication tools had to be developed. “We were pioneers and were going to be the first management and payroll center in Europe to enter EFQM it was more than necessary to explain, at every stage, the why and the how.” The construction phase lasted 3 months, from February to April 2013. The model was then adapted in conjunction with CSRH Sud-Ouest, based on internal feedback. So it was in July 2013 that Patrick Paris, AFNOR delegate for EFQM France, gave the go-ahead for the implementation of this model. On September 30, 2013, the CODIR and CSRH Sud-Ouest teams carried out the self-assessment, and from October 2013 to March 2014, 25 selected actions were gradually implemented. With regular milestones,” stresses Catherine Chevallier, “so that we can always communicate on the progress of our approach. Finally, on April 15, following a mock assessment on March 7, Patrick Paris officially assessed the CSRH Sud-Ouest to determine whether it was eligible for the EFQM 1* passport. We were all very proud to have succeeded, to have graduated in this way,” recalls Gilles Duverneuil. We were paving the way for all the other HRSCs, our work was rewarded and we could claim to be the first management and payroll center in Europe to be EFQM recognized.” L’EFQM, pour une amélioration tous azimuts et de bon sens Observons maintenant les transformations qu’une démarche EFQM apporte à une structure comme le CSRH Sud-Ouest. Catherine Chevallier : « Cette démarche a donné à notre Codir une opportunité unique de faire un bilan collectif détaillé. Le modèle nous a indiqué le cap à suivre dans tous les domaines, RH, production, gouvernance etc.. Il décrit ce que fait une entreprise excellente. Cela ne veut pas dire que nous sommes excellents sur les 25 actions lancées , mais que nous nous engageons pour consolider ce que nous faisons bien et mettre en place les actions d’amélioration choisies . Le modèle EFQM mêle à la fois bon sens, une réelle professionnalisation de nos pratiques, et l’envie d’y aller en favorisant la cohésion des équipes. » Ce que confirme Gilles Duverneuil : « C’est en effet remarquable de réussir à entraîner tout le monde pour donner une vraie photographie de la réalité de notre CSRH. Par exemple, pour l’évaluation, nous nous sommes challengés en prenant des personnes de tous nos sites. Des personnes qui ne se connaissaient pas, de Niort, de Bergerac, de Pau etc. et qui ont permis la création d’un focus groupe, qui a fait la démonstration d’une belle dynamique de groupe. Une fierté. Pour les 220 personnes qui réalisent la GAPP, c’est la preuve qu’elles sont une véritable entité qui crée de la valeur ajoutée. » Plus pratiquement encore, l’EFQM a permis d’aller chercher du chiffre d’affaire inversé. Explications de Gilles Duverneuil : « Nous avons amélioré notre niveau de recouvrement de subrogation. La démarche EFQM, nous a incités à installer de vrais contacts avec les différentes CPAM afin d’accélérer ainsi le remboursement des sommes d’argent que nous avançons aux salariés. C’est de la marge nette en plus pour le Groupe ! » L’EFQM, un regard extérieur qui valorise Le CSRH Sud-Ouest a plusieurs sites : Limoges, Niort, Bordeaux, Bergerac, Pau et Cahors. Nous nous sommes entretenus avec Guillaume Lacombe, encadrant de ce dernier site. Voyons avec lui certaines actions concrètes qui ont été réalisées grâce aussi au challenge de décrocher l’EFQM passeport 1*. « Avant de citer différentes actions, je pense que nous devons revenir à la journée d’évaluation effectuée par Patrick Paris. Dans un premier temps ce fut le CODIR, c’est-à-dire les membres porteurs qui nous ont proposé l’EFQM qui a été évalué. Ensuite est venu le tour des équipes de tout un site, celui de Bergerac, qui est passé sous le feu roulant de toutes une série de questions qui ont permis à l’évaluateur de juger les différentes actions mises en place et les améliorations constatées. Enfin, ce fut au tour du focus groupe, dont Gilles Duverneuil vous a parlé et auquel je participais, qui devait aussi répondre à différentes questions. Il exprimait aussi notre perception de l’EFQM et comment sa mise en place avait confirmé une voie que nous avions déjà ouverte : celle de l’amélioration de la qualité du service. C’est à ce moment-là que nous avons parlé de nos actions comme la mise en place d’un cahier de sécurité, le contrôle et la mise à jour des affichages, la présence de défibrillateurs sur tous les sites, ou encore le suivi et l’organisation des espaces temps communication. Nous avons ainsi fait la preuve que le concept EFQM était aussi bien passé au niveau des sites que de la direction. » Guillaume Lacombe se souvient aussi du jour de la remise du passeport 1*. « C’était au cours de notre journée « esprit de service », le 12 juin dernier. C’est une journée nationale et annuelle organisée par la DO2P. Elle permet d’échanger et de faire des jeux de rôle pour favoriser l’esprit d’équipe et la satisfaction clients. Dans l’après-midi donc et en direct de Bordeaux où avait lieu la remise du passeport EFQM, nous avons tous pu, dans chacun des sites de notre CSRH, profiter de cet instant via une visioconférence. Même ceux qui n’avaient pas participé à l’évaluation directement ont vécu cet instant avec un vrai enthousiasme. C’était vraiment l’ensemble du service qui était récompensé. J’ajouterai, pour conclure, que même si nous nous appliquons depuis longtemps à réaliser un travail de qualité, le fait d’être reconnu par l’EFQM a vraiment la force d’un regard extérieur qui nous valorise. Pour le personnel, c’était vraiment important de savoir concrètement que nos pratiques au quotidien tendent vers l’excellence. Et le fait d’être les premiers en Europe, dans notre domaine, à avoir franchi cette première étape EFQM d’engagement vers l’Excellence, c’était un peu comme la cerise sur le gâteau. » En savoir plus sur l’EFQM
