Employees, self-employed, use your CPF before December 31, 2018!

Don’t wait until January 1, 2019 to dip into your CPF hours to apply for training. AFNOR Compétences offers a wide range of CPF-eligible courses.

Are you an employee? The scheme gives you new rights, and asks the person in the HR department who manages your company’s training programs to facilitate your access to other training formats. Moreover, the “training plan” has become the “skills development plan”. “A training action is no longer limited to hours in a room with a trainer. It now includes coaching, personalized support, and even attendance at conferences or seminars,” explains Sandrine Carbonaro, who is monitoring the subject for the AFNOR group.

Professional training reform: a CPF in euros

The cornerstone of the reform, your personal training account (CPF) will be monetized: the hours counter will be replaced by a euros counter, which will be credited with 500 euros per year (800 euros for the least qualified), up to a ceiling of 5,000 euros after ten years (8,000 euros for the least qualified). As of January 1, 2019, the hours you have accumulated there will be converted into euros. “But with a much less generous scale: instead of being topped up by an average of 31 euros as at present (and up to 90 euros), the hour will fall below 15 euros. So if you’re planning to take a training course, you’d better do it now,” warns Sandrine Carbonaro.

Training managers: simplified rules and greater pooling of resources

  1. One-off contribution to URSSAF
    A single contribution instead of two (1% training and apprenticeship tax). The total contribution will remain unchanged, at 1.68% for companies with over 11 employees and 1.23% for those with fewer than 10. France Compétences will be responsible for allocating the funds to the various players, including Caisse des Dépôts for the CPF.
  2. VSEs and SMEs with fewer than 50 employees
    Training plan financed by mutualization, employee CPF funded by the OPCO.
  3. Training plan
    The training plan becomes the skills adaptation and development plan. Abolition of categories within the training plan, abolition of the professionalization period
  4. Training courses
    It has been redefined with the aim of freeing up pedagogical innovation, encouraging innovative training(digital learning, modularization) and taking account of work-based training (FEST).
